This league only ran for two seasons and was set up as a competition for WMC and British Legion Clubs. There had been some of these clubs in other leagues since the end of the First World War, mainly the Leicester City League, but this was the first and only county wide competition specifically for these institutions.

At the end of the second season most of the clubs moved to play in the Leicester City League and the WMC & Institute League closed down.
